Odisha Introduces ₹20,000 Monthly Pension and Free Healthcare for Emergency Detainees

The Odisha government has announced a monthly pension of ₹20,000 and free healthcare benefits for individuals detained during the Emergency period from 1975 to 1977. The scheme, approved by the BJP-led state government, aims to support those imprisoned under laws such as the Maintenance of Internal Security Act (MISA), the Defence of India Rules (DIR), and the Defence and Internal Security of India Rules (DISIR).

Eligibility Criteria

According to the notification issued by the state home department, the pension will be available to:

  • Individuals detained in Odisha jails during the Emergency (June 26, 1975, to March 21, 1977).
  • Odisha residents are imprisoned under MISA and similar laws, provided they are alive as of January 1, 2025.

The duration of imprisonment will not affect eligibility, ensuring inclusivity for all detainees meeting the criteria.

Medical Benefits

The government has extended free healthcare coverage to all eligible recipients. The scheme will cover medical treatment expenses incurred by these individuals.

Application Process

Eligible persons must apply through the District Magistrate or Collector. Applications must include:

  • Proof of detention during the Emergency.
  • Names of three co-detainees.
  • An affidavit confirming imprisonment under MISA.

State and district-level committees have been formed to verify applications and ensure benefits reach the right individuals.

Revocation and Penalties

The government has instituted strict measures to prevent misuse:

  • Benefits will be revoked for individuals found engaging in anti-national or criminal activities.
  • False claims will lead to legal action, with recovery of benefits, including a 12% annual interest.

Government’s Commitment

Odisha Chief Minister Mohan Charan Majhi emphasized the scheme’s purpose as a response to the appeals of Emergency detainees. Additional benefits, such as health insurance and railway privileges, will also be provided.

The estimated annual cost of this initiative is ₹ eight crore, with more than 300 individuals eligible to apply.

The Emergency, imposed by former Prime Minister Indira Gandhi from 1975 to 1977, witnessed the detention of numerous individuals across India under draconian laws.
