On December 6, 2024, during the conclusion of the Monetary Policy Committee (MPC) meeting, the Reserve Bank of India (RBI) announced the extension of Pre-Sanctioned Credit Lines on the Unified Payments Interface (UPI) to Small Finance Banks (SFBs). RBI Governor Shaktikanta Das stated, “SFBs leverage a high-tech, low-cost model to reach the last-mile customer and can play an enabling role in expanding credit reach on UPI. Therefore, it is proposed that SFBs be permitted to extend pre-sanctioned credit lines through UPI. Necessary guidelines will be issued shortly.”
What Is a Credit Line?
A credit line, or line of credit, is an unsecured loan that allows customers with a good credit history to borrow funds up to a pre-determined limit. Unlike traditional loans, interest is charged only on the withdrawn amount and until it is repaid. Once repaid, the user can withdraw funds again without the formalities involved in conventional loans, making it a flexible credit option.
Pre-Sanctioned Credit Lines on UPI
Pre-Sanctioned Credit Lines on UPI aim to make credit more accessible. Customers and small businesses can obtain a pre-approved credit limit from their banks, which they can later use for UPI transactions as needed.
According to the National Payments Corporation of India (NPCI), this facility enables seamless usage of credit lines, overdrafts, and retail loans, fostering economic growth and improving financial inclusion.

Launched in September 2023, credit lines on UPI were initially restricted to Scheduled Commercial Banks (SCBs). However, they were unavailable to Payments Banks, Small Finance Banks (SFBs), or Regional Rural Banks. Governor Das noted, “In September 2023, the scope of UPI was expanded by enabling pre-sanctioned credit lines to be linked through UPI and used as a funding account by SCBs excluding Payments Banks, SFBs, and Regional Rural Banks.”
With the recent announcement, small finance banks have been included in this framework to expand the accessibility of credit.
